Xavier Lunan Park
Parque Xavier Lunan
A memorial park in the Heights for Xavier Lunan, a Newburgh child who died in 1999. Scenic Hudson's highest re-envision priority.
Assessment · Evaluación
The park is named in memory of Xavier Lunan, a three-year-old who died in Newburgh in 1999. It was dedicated as a memorial to him, and his family has been part of the park’s history since. Any work here is held to that.
Scenic Hudson rates Xavier Lunan “Re-Envision”, the highest priority tier. The park is small (0.17 acres), the equipment is significantly worn, and families in the Heights have very limited play infrastructure within walking distance. The City added a splash pad in June 2023, which is an asset to keep. A re-envisioning here is not a refresh: it is a rebuild from the ground up, ideally consolidating the two existing structures into one inclusive layout that better fits the footprint and serves families with a wider age range.

What's there now · Lo que hay hoy
- Two separate playground structures (one toddler, one school-age)
- A splash pad installed by the City in June 2023
- Asphalt and dated poured-in-place rubber, both deteriorating
- No accessible play equipment
- Limited shade
What the assessment recommends · Recomendaciones
- Full re-envisioning per Scenic Hudson: rebuild from the ground up, not just refresh
- Consolidate or redesign the two structures into one inclusive layout
- PIP rubber surfacing throughout
- Add real shade structures and caregiver seating
- Keep and integrate the existing splash pad
- Coordinate with adjacent housing and South End community organizations on programming
The neighborhood it serves
Families in the Heights along Henry, Overlook, and Courtney Avenues, and the south end of Liberty Street. Serves a part of the city that is acutely underserved by accessible play.
Opportunities · Oportunidades
- Re-Envision designation puts this on the short list for serious investment
- The Heights has limited play infrastructure citywide, so impact per dollar is high
- Could be a Phase 2 or Phase 3 capital campaign for Friends of Newburgh Playgrounds
